Communicable-disease relief needs its listed relationship/status or fiancé/VAWA predicate; harmful-behavior relief differs. Vaccine objection, party membership, smuggling and INA 274C each have distinct tests. The civil-penalty route requires no prior penalty, assistance only to spouse/child and a permitted category.
